Fully feathered?

Hi everyone,
I'm just hoping someone can help me determine whether my chicks are "fully feathered". Should they have literally not one speck of fluff?
They're almost 5 weeks old, in a brooder that I've added extra rooms onto to twice already. I've been using a titan brooder plate but they mostly rest on top of it instead of underneath. I've got two in particular that really want to fly out.

Especially with summer coming in, they look ready to move outside.

They don't need to be fully feathered to get off heat and move out. Mostly feathered is good enough, around 70% or so of the body or thereabouts (head can be downy still).

Thanks! I was hesitant to put them out too soon. Nights are still cold here. (Tonight we're getting frost. )
