Fully grown?

Wow, I'd say at least 3 or 4 months. Lots of our chickens take their sweet old time maturing, and while they may be large, they aren't old enough to lay eggs. I guess that you might say they are all grown up once they lay eggs or fertilize an egg.
 
I think they still grow quite a bit after they start laying, etc. My BOs are about 4 pounds now at 19 weeks but the literature says they'll get 8-10 pounds. So, maybe 9 months to a year, depending on breed. Maybe someone with more experience will answer soon.
 
Typically, most breeds of chickens mature at about 6 months of age. This is when their bone structure has reached 'adult' proportions, and when hens begin to lay eggs. However, they will continue to put on weight and fill out until close to 18 months.
