Some can. We are all born with wonderful abilities, but we lose those gifts when we don’t use them because we’re not taught how to develop them. Some people can redevelop those innate skills (ie. telekinesis, levitation, etc).

Yes, I am serious! I am not qualified to teach such things.
What I mean is since it’s an innate gift, there are specific guides and teachers.
Being open to wanting to learn is the first step.

Children -very young children- still have their individual gifts, but don’t know how to use or control it. I know this from experience with young children.
