Funky hairdo but not a polish...

The chick in question is the little grey one on the right, this is when they were a few days old

and that as 7 weeks old (8 now) . At first I thought he/she was having a bad hair day but it has continued even if I try to brush it down with my hand so I think it is there to stay. Single comb, 4 toes and not as much tail development as my other chicks. Any breed guesses? gender?
