Furry-faced Rooster?

I have what I think is a Welsummer Rooster and he is just a few days over 4 months old. He started to develop a furry face as an adolescent and he has not yet developed a comb... I am wondering if this is normal? Do lots of roosters get furry faces? It's like he has a beard on the sides of his head. Thoughts? Ideas? Reassurance?

Easter Eggers have beards, and some other breeds.

Easter Eggers often have very little combs and a Welsummer looking color.
