Fused wing feathers???

We have never seen this before....
This is a Bantam NN out of 12 postage eggs, 2 hatched. One of the hatchlings has fused wings/feathers that I have never seen before in 10years of hatching chicks. The wing feathers seem to be fused together by skin top and bottom - very strong skin! I've had one frazzle before but the feathers did not fuse together like this ... frazzle was my only guess but it's so different.
Any ideas?

Shall do.... Hoping someone here has seen this before to tell me how to fix it or what it could be! The other NN doesn't have this problem
