Fuzzy neck

This chick as my son would say is having a bad hair day, can anyone tell me why he is a fluff ball around his neck? He/She did not start out looking like this. It is almost a month old and I don't know what breed it is either. Thanks

They look like down feathers that are still attached, But I could be wrong, not like it would be the first time!!

His fluff is coming off and his normal feathers are coming in. It is normal and should go away before you know it.
