The gambels and californias I had were scared to death of everything. Just walking by would send them into a frenzy. I kept mine in 3' wide by 10' long by 24" high wire pens and they never ever got desensitized to people. I didn't like this about them so I gave them to a friend of mine who had an aviary about 10 feet wide by 30 feet long, on the ground with plenty of shrubbery. They were immediately calmer and you could walk in there without them freaking out. They were in with some doves and a couple bobwhites and seemed much happier than in a cage. When I had them they did lay a clutch of eggs for me but they were all infertile. I wonder if they were brooded in a glass tank from day one and kept in a busy part of the house if they would get used to people as little guys...
