I just put it on him two days ago. He loves to crow, but I live in town. Just noticed the gassieness tonight when putting them down for the night. Can’t really get pics. It’s just like a half filled balloon.
Yes...putting a collar on a bird will kill it.
Please take it off.
I will have to cull him if I take it off.

Unfortunately, an incorrectly designed or applied crow collar can kill.
Try loosening it a bit, he's still going to be able to crow but the theory is to bring down the volume. If he can't crow at all, it's too tight. Make sure it's low on his neck, you should be able to slip a pinkie half way down the collar, but not all the way.
 
Take the collar off.

If you aren't allowed a rooster in town, then please consider rehoming him. I'm not trying to be harsh, but several people have lost birds due to wearing collars, they choked to death.
I have been trying to rehome him ever since I realized he was a he. All I get is guilt trips from people about living with my choice to raise chickens.

I'm sorry folks are giving you a hard time, that doesn't seem very nice at all. Ending up with a cockerel is common.
Finding a new home for a cockerel can be a challenge too, but hopefully something will come up and you can place him.

Have you tried posting on your local Craigslist?
There's also a buy/sell/trade section here on BYC you can list him on or even look up your state thread and ask if there's any takers. (links below)

I’ve tried everything but here because it seems like there’s no one from my area on BYC.
