My guinea hens cross the roads all the time. They cross a road to get into the swamp, they have to cross the gravel road to get into the corn field, cross the road to get into the neighbors yard for some sunflower treats, and cross the road to get home. I live on a corner and thankfully, neither road is very busy.
Walking is much easier than flying if a bird wants to go a short distance.
In fact, I have watched Golden Eagles hunting rabbits from the ground on really windy days in Wyoming - they were pretty good at it too!
If they are your geese and your road is busy, then fence is about your only choice.
