Gender? 2 Blue Cochins

They are suppose to both be blue cochins I got from murray mcmurray

I don't think the one on the right is a splash. I think she's just light blue.

Splash is a color you get from breeding blues. Read about the blue gene on MMs website your there is plenty of info on here. You get blacks, blues and splash when you breed blues.
It might be a light blue, but I think probably splash is closer. If it has almost white feathering with "splashes" of dark feather spots scattered on it, that is splash. Go to feathersite.com to see pictures of them.
