Gender check lavender Orpington

I have a lavender Orpington that is 9 almost 10 weeks old, she acts like a hen but I'm not familiar with Orpingtons and wanted to know any if anyone has a guess on the gender and what's going on with it's tail? None of the other 8 chicks I got look have tails like this just the lavender.

At 9 to 10 weeks, I'm not confident that's a pullet. Orpingtons are notoriously slow developers, and yours sports quite a bit of comb and wattle. :)

Is the frayed plumage caused by the "shredder gene?" Trying to remember if that's what it's called.
