Sometimes birds develop faster than others. Penny is probably a cockerel.Mine are only about 4-5 weeks old so it's probably way too early to tell right?
Also "Penny" has a thicker more pronounced comb than the rest

They certainly can! I've had pullets with thicker legs than their cockerels though!Roosters do have thicker legs.
