Why is there waddle and comb so different from each other even though the same exact age? Sorry if that sounds naïve I am still learning.

Even within the same breed, individual birds can age differently.

Differences in maturity. If they’re mixed breeds, they could have different genetics as well.

I agree that a fully body picture of the one with a large comb will help confirm things.
