Pullet! I have a Black Star hen that kinda makes the noise you described. I don't know how to get it right in text but I'll give it a shot, lol. It always starts out like a sneaze. She sounds like this: HuuEEEEEEEEEEE.
I also have a OEG Bantam hen that actually CROWS, lol. She lays fertile eggs and broods them, so she's definatly a girl. She very dominant like yours, too, with the big comb and a dominant stature.
 
It is most definitely a pullet. As for the noise, sometimes they get really noisy right before they start to lay and then quiet down again once they start laying. That's what mine did.

I say pullet. I have a black austrolorp hen and her comb and wattles are huge! Her comb is about twice as big as your's is. No kidding I have had people absolutely insist she is a roo.

That's interesting, my 1 yr old australorp looks like the hen on the left. She has very dainty, petite features, though she is not small at all (the biggest hen I have). I think she is the prettiest hen I have (the only australorp). Maybe the bird in question has something else mixed in that makes "her" bigger with bigger comb and wattles. I do agree, there are no hackle or saddle feathers that say roo, but the size, stance and comb/wattles sure do.​
 
i have a big black copper marans with a huge floppy red comb and huge wattles. very vocal and the leader of the flock. you'd think she was a roo but she lays huge dark brown eggs. SO i say pullet ....
