Getting new chicks; they arent allowed inside

Since you have electric you can use your heat pad to make a MHP, the chicks should be able to self regulate by going in and out from under the heat like with a mother hen and should do fine in your outdoor space, especially since they will be within a coop. Here are two articles by @Blooie who has had success with brooding chicks outdoors, even in cold temps, as well as how to build your mama heating pad setup. I really think that both of these can help you out. It sounds like you are on the right track.

Main concern for me in that photo is the lamp is only being held in place with the clamp, which is prone to failure. If you're sticking with a heat lamp in your friend's coop, you should aim to secure it with the clamp, the hanging loop (using a chain or wire), and possibly the cord as well - that way if any one of the three points fail, the other two will at least keep it from falling.

I've used both a lamp and a heating pad and prefer the heating pad as it gives the chicks a day/night cycle.

Also I have to agree with your dad, after having chicks in the house once I never want to do it again. As long as the chicks can easily access their heat source when they want and are kept out of drafts/excess moisture (like rainfall) they'll be fine outside.

I made a mama hen heating pad thing and they seem to be happy, sleeping in it and going out to walk around and eat and stuff. And with the last batch i used 2 extra ways to secure the lamp (when they were inside). My friends still gonna bring her coop for when the other chicks come.
