Oz, in that case, be sure to place the pipe so that it's allowed to drain, it won't transfer air if it's filled with fluids. You could even collect the draining water and use it as liquid fertilizer.

Given enough time and the complestion of the fence, I may end up building 3 cinder block walled compost sections.
Even though we have heat and humidity, rice husks still take atleast 6 weeks to break down
