Girl or boy Ameraucana (light colored one)? Also, what kind of Ameraucana is it, is it Wheaten?

They do look mixed but maybe you have a wheatan roo & a wheatan splash roo. The chest feathers on the lighter one makes me think roo..what color are the bottoms of their feet? Yellow or white?
Wheaten roos look like this:

(from Ameraucana.org)

The color on the bottoms of the feet doesn't even enter into it. The OPs isn't a wheaten Amerauana.

I am pretty sure feathered feet is a dominant trait so if they were crossed with salmon favorelle they would have at least a few feathers on their feet
Yes, feathered legs is dominant. If this was a feather-legged Marans cross or a faverolle cross, there would be pin feathers on the legs at the very least.

Rusty splotches on the wings and shoulders almost always indicates a roo. And yes, you should get your money back.

I feel like maybe they have some Wheaten Ameraucana in their parentage, but either the breeder is horrible at culling and picking good birds, or they're mixed.

Sorry it's blurry, but here is a blue wheaten and a wheaten roo.

Thanks for everyone's help, I suspect it's a boy, but I am going to wait until I see some tail feathers or the usual crowing! I have someone picking up my known roosters tomorrow, but I'll wait on that one just in case. Nothing like holding out for some hope!
