No, I actually don't think that GMOs that use less water are a good thing, the result of that would be more people living in an area that was not meant to be farmed to begin with and it will just make the overall world population increase. Adding to the problem.
so the best thing would be to cut the number of people ??
No, best thing is to either control our population or better manage our use of resources. Or to do both. Humans are selfish and will do neither, unfortunately.
