Right now we have a our serama that his eyes is shut close and it's heart breaking. We don't know how exactly to help the rooster get better

Seem like your chicken may have a cold. In the feed stort, they sell VetRx, pour some drops into the mouth and rub some on the face. This will help them fight off this hot/cold weather.
