I had a barred rock-really noisy and was a bully. I re-homed her....
Currently I have a speckled sussex, an easter egger and a black australorp.
Black Australorp and easter egger really sweet girls. Lays 4-5 eggs per week, friendly and really quiet, unless they just layed eggs.
Speckled sussex also very sweet, friendly but a little on the noisy side. She is sort of "special" so when she roams the yard and can't find the others she kind of panics and starts yelling until either they come running to find out what all the noise is or she finds them. She was also really slow to mature and took about a year to lay-this could have been due to the bully I re-homed then winter set in IDK but now she lays at least 5 eggs per week.
You can't really go wrong with any of these 3 breeds.
I too live in the city and was worried about their noise but......my neighbors dogs are waaaayy louder with all their barking and carrying on so I don't feel bad about chicken noises. One neighbor got 2 small puppies last year that would start barking at around 2 am and would continue until they let them in the house at around 7 am.
