Goose Boots??

It's sort of an elaborate solution, but have you considered that "make a mold" stuff (you can buy it at Hobby Lobby). It is two separate "clay" like substances that when mixed you can mold anything from it and it turns into a silicone type mold (flexible, yet strong).

You could make a "top" piece, and a "bottom" piece, and tape the two together, that way you could remove it easily to make a bigger "boot" or let the foot breathe sometimes. If necesary, you could also make the molded boots to go up the leg a bit, to keep them in place better, or stop the curving.

I've never tried it, myself, but it might be a solution.
