Gosling cant seem to hold its wings up

So my Gosling here, his name is pipi and his wings are kind of drooping..., He eats and does everything normally, is this a normal behaviour ? I really want to fix this because the tip of his wings touch the soil and get dirty everytime.

He can flap his wings just fine but he just cant seem to hold it up.

(The bottom one is pipi with the drooping wings)

Sometimes as those heavy wing feathers come in it takes a while for birds to develop the muscles needed to hold them up.

How long has it been doing it? What are you feeding?
 
Its been doing that for a few weeks now.. prob around 2 and a half weeks ? Oh and ive been feeding them with rice and some kind of waterfowl feed, and ive been giving their water multi vitamins everyday.
And sometimes they graze for grass and sweet potato leaves
 
Ive been giving them rice because lately the price for waterfowl feed sky rocketed, so ive got to reduce the concentration of the feed and give rice as a substitute
 
Rice is not a nutritionally complete diet, and may be a partial cause of her wing droop. If you can't find waterfowl feed, go get some all flock poultry feed. Just get her on something other than rice, and hopefully, in a week or two, the wing will be back up against her body.
