GQF Incubator Vs Hatcher Question

I'm having trouble with my new GQF incubator where the heat is not getting down to the bottom of the incubator/hatching area sufficiently.

I want to buy a GQF hatcher but wondering if it has the same problem?

Is the heat source/fan in the top of the hatcher like it is in the incubator?
