the hocks should be fine as they were brined and smoked and vacuum sealed. And I have never had an issue with re-freezing if I change my mind on what I was going to cook

did I see blood in one of them or was that just the juice ? seasoning ?

could be any of the mentioned. I would give them a quick rinse before using. And you WILL be cooking them yet again so there should be no issues.
