You dont need to deadhead them for continuous bloom. I think they are like the old shrub roses they called simplicity

I haven't seen them here. Roses are very regional. They do better in some regions and not in others due to climate and diseases. Local nurseries should stock the varieties that do well in the area... true for all types of plants.

It is some sort of Penstemon. They vary in color. Called wild foxglove, praire foxglove, praire penstemon.
