I tried all that already. If he is blocked and need surgery I think this will all be a waste because I wont be able to pay that and will have to have him put down.
 
There have to be some home remedies, depending on what and where the block is. (or if it is) Barf it out from the stomach or grease it through the intestine. Do you have any ASPCA shelters around? Maybe they can help, although seems like raising money is what they do best.
 
he had the scoop for the litter box chewed outside.

If he's cleaning the litter box for you, you don't need a scoop I guess.
