Does shortness of breath indicate fluid/mucous in the lungs?

He explained it to me. The alveolus tiny small air sacs in the lungs get inflamed then they don’t open up for the oxygen. Then you can’t take a deep breath. He said my lungs sound congested but no pneumonia.
