the cardboard needs to be tilted up above the fan? I have a shelf there where the fan is . and If I cover the whole shelf the eggs will be under the paper . does that sound right ?

Maybe? I think as long as the airflow doesn't go directly over the eggs that will help. That may be why your humidity always read lower than it actually was?
