Every living thing is classified using a taxonomic system, using mostly Latin names so that scientists from all over the world can discuss organisms and be sure they are talking about the same thing.

Plants are in a different kingdom than animals.
Aquatic ferns (Azolla included) are in the Salviniaceae family, which are in the order Salviniales, in the class Psilotopsida (spore producing plants), phylum Tracheophyta
Duckweed is in the Aracea family, in the order Alismatales, class is Magnoliopsida (flowering plants, they make seeds), phylum Tracheophyta
What that means is they are about as different as they can be and still be plants. You have to go all the way up to the phylum to find commonality, in that they are both vascular plants, which is different than something like a slime mold.
I dislike classification, because it is mind numbingly boring... a necessary scientific evil, but I went through the whole thing for both plants to find out... yes they are the same, because they are plants. Other than than, two entirely different organisms.
