I had another thought. Do you have hard water? There are holes under the bowl rim where the water that fills the bowl comes in. They could be getting blocked with dried salts. You can used a piece of metal wire to poke around in there and see if you can open them up.
its showing about 1/2 in low . Yes on hard water. I have a water softner but Not great about keeping salt in all the time

It is just under the line marked on the tube. Quantity of water in the tank isn't your problem. It should flush fine even if the water was down an inch or two.

I adjusted the screw to where the water fills up to the line. It might be a stronger flush but not more water in the bowl. I also dont think water is filling in the tank in the correct place as its coming from 2 different areas of where the hose attaches in there. I think Bruce may be correct on the clogged returns .
