If it's tough I use a screw driver to get it started. Cedar usually peels pretty well.

There is a special tool with a blade on it for thick or difficult bark.

Is it a strip of bark? Some animal might be looking for bugs. Deer might rub antlers on it, but nothing eats wood except for termites.

yes a strip w/ some wood included beyond the bark . The remains lay about a ft away .

The bark holds water, so the wood can rot faster. It looks better if it's not all peeling off by itself.
