That drives me nuts too but you might want it to tilt in case you hose it out or whatever the water will run out better.
 
But but... I have wire mesh (hardware cloth I guess you call it) on the bottom, all but the poop boards that are covered in hay for easy clean up... Today when I rolled up the matted dirty hay, there were a bunch of little bugs that looked like roaches going everywhere. Should I spray the hen house? Mable has been laying eggs in there... Oh, I have a removable nesting box too, so I can clean under it easier.
