No. Those are simple loppers that are like long handled scissors.

Blue was showing compound loppers. They have an extra lever built in that makes them work easier using less force.

If you want to cut limbs over 2" across, you would probably need a pruning saw.

Even that little bit is a lot of work, my grandparents had a huge garden. Of course they didn’t have 7 dogs to take care of.
