does it matter if bandit is already sitting next to me and the pup keeps coming over to try and play? She doesnt seem to listen to the growls.

That's the same problem Pi puppy has... he gets too excited. Sis's little dog, Rosie, corrected his behavior and he is calmer around her now.

I know you can't do this, but IMO what Bandit needs is a crash course in basic obedience. He needs to be put in his place and learn to take orders. He needs to understand he is not the alpha dog. I wish Robert could take him to a basic course or have a trainer come work with him. He would have such an attitude adjustment and be a much happier and calmer dog!

She rushed him, yapping and snarling. There may have been a nip or two. She got his respect after that. He rolled her playing way too rough.
