Hi and welcome to BYC from northern Michigan

You can indeed get chicks at any time of the year, although they are much harder to find in fall and winter. Most people prefer to get chicks in spring and early summer, so that they are old and large enough to tolerate the cold weather. Feed stores that sell chicks will only have them in the spring.
