Grieving chicken, help?

I'm very sorry for your pullets and hope your survivor recovers.

How many days were the two pullets in the "look don't touch" phase of their integration? How much space per bird do you have? What is your flocks normal diet?

If the little pullet was cannibalized as you wrote, they were either put with the original flock far too soon without adequate time to acclimate to each other and/or there isn't enough space for all individuals along with possible dietary deficiencies.

I would make the pullet her own space and get her a companion of similar age, size and temperament and keep the 2 next to or securely within the original flocks space for a minimum of 2 weeks before permitting supervised comingling but only if your setup offers a total of 17 sq ft of space per bird between the coop and run, lots of places to eat and plenty of places to hide and perch up and away from the rest of the flock. Otherwise, I would try to find her a new home with someone who has the space and time required for a smooth integration.
