I give my chickens and ducks flax seed in their treat bowls. When I give them veggy scrapps or scrambled eggs, whatever, I sprinkle flax and other various seeds over it as a treat. I will go through about 10 # a year for treats for them and me. I use about a Tbsp a day most days.
So quail,if they will eat it, put some in a shaker and shake it over their feed. But try it in some yogurt or something first. To see if they'll eat it. I don't know.
That much Flax seed meal will not last long. Whole flax seeds will last for a year or two is stored air tight. Once flax is ground (flaxmeal) it needs to be used fast and be kept refrigerated. You could try freezing it in gallon zipper bags. Once it goes rancid, throw it out. It will not be an anti-oxidant at that point.
Flax seed is a good source of Omega 3,6 and 9 and fiber. It is very high in protein and I actually add it to veggy treats for that reason. It is also very good for eye sight, the main reason I use so much. Ladies - its also good for its anti Hot Flash effects. The reason I started using many years ago, like it or not, works.
I have a simple recipe for fruit bars using a lot of Flaxmeal if you want it. Its just dried fruit, some juice and flax seed ground (flaxmeal) pressed together then cut into bars. They are good, and they use alot of Flaxmeal. Flaxmeal does have a strong taste and some people can't get past the flavor, though.
My chickens love it, the ducks leave it. Actually I think I have very picky Ducks.
