When my kids were little we tried an experiment and it worked perfectly for this.
Using an old pair of pantyhose, stockings etc. ..cut off any size length you like. Or substitute a cheese cloth bag. stuff a mixture of saw dust//wood shavings and grass seed (or other seeds) into the section and tie it off securely, leave enough string to hang this from if desired. It should be solidly packed, enough so to stretch the weave in the nylon. Soak in water over night. drain and place the ball in a plastic bag. let sit for several days adding a bit of water daily as needed to soak the ball but not standing is water. You should begin to see green hairs sticking out thru the nylon in a couple days.. you can then hang these little turf balls for picking..roll them out on the ground etc. When they are picked clean you can start again, break them open and re seed. Can also be used to repair turf divits as necessary.
