Growth on duck's webbing. Can anyone ID?

Yes I did. She said if it doesn't bother her,

I'd at least keep an eye on it, if it's grown, and still growing. I'm not sure I trust that it's a blood blister.
Is this person an exotics/avian vet? Or a normal vet?

She's an avian vet and is the reason my other duck was able to recover from a severe case of pneumonia, so I trust what she says. If the thing starts to bother her of course I will take her in to be seen in person.
