Guaranteed Rooster right?

This is my hambright. It is a mix between a seabright and a hamburg. I am a first time chicken owner but this noise is a rooster right?

It was supposed to be Tinkerbelle. I guess it is Stinkerbelle now? lol. I cannot have roosters in my neighbourhood so I guess he has to go
