It's commendable of you to aid confused members. 
Like CFC pointed out, feather sexing only works on specific hybrids, or when it's been selectively bred for in pure breeds (as I learned recently). Which means, hatchery birds' genders cannot be accurately determined using this method.
Also, 12 weeks can be the earliest age when male specific plumage comes in, but not always.
Depends entirely on breed and growth rate. Some of my cockerels began showing pointed feathers at 9 weeks of age.
