Yes, in that they are feathers in the hackle area....but no in the sense of being related to the birds gender. Gender differentiated feathering in the hackle and saddle develop at "puberty" at 14+weeks
All chickens "both sexes" with exception of Naked Necks "Turkins" and Madagascar Games have hackle feathers. Hackle feathers are the feathers from the base of the skull down to the upper chest.
