Half of shipped eggs not fertile

My daughter ordered a dozen fertile polish eggs and only 5 were fertile with 2 developing. The rest are just yolks..don't appear like they were fertile at all. They were shipped from IN to AZ. Is this normal when ordering online? Shouldn't all or most of the eggs have been at least fertile? I understand they don't necessarily developed however, there is no blood ring or anything to indicate they were ever fertile. Daughter spent a lot of money ordering these and I feel she got jipped. Should she take this as a lesson or contact the breeder?
 
It's not normal. No one can guarantee an egg will be fertile but they should know their fertility rate and if only 50% were fertile then the eggs shouldn't be sold. That being said even a fertile egg won't necessarily develop if conditions aren't met. The only real way to check for fertility is to break the egg and look for a bullseye on the yolk.
