First hand experience, I was stationed at the Marine Corps base in Iwakuni 96-97. Maybe it was facial tissue, I thought it was TP. It got the job done whatever it was.
When they go to Miyajima beware of the monkeys! They used to hang out near the top of the tram. Mean little things that will steal your glasses or other shiney objects if you don't keep an eye out.

Actually the water there is pretty clean so drinking the water there is absolutely fine
