Has anyone come across a letter

I am going to write my city council some letters (pro-chicken, of course) and I was hoping there were some pro-chicken letters out there kind of spelling out the pro's and rebuttals in a readable and concise format which I could get some ideas from.

I write well enough I suppose, but there is so much to say about how great chickens are and how little sense it makes not to have them, I sometimes don't know where to begin (or end). I tend towards being verbose...

I'm not sure if I'd be much help but, I wrote my city manager for a permit to own chickens. I can send you what I wrote and their response if you'd like.
