Has anyone successfully kept a rooster in suburbia?

Hey guys
I have a silkie rooster - hasn’t started crowing yet, but definitely a rooster. Well, he’s my favourite, but council requires 5,000 square meters for a rooster. I have plenty of room - he has over 800 square meters of backyard to wander. But my question is, is there a way to keep him quiet so people will be less likely to complain? I have been reading about no crow collars and locking them away at night with light-blocking material over his night cage. Is there anything else I can do to make this work?
 
The shade cloth I've discovered, doesn't work because they have an internal clock regardless of if it is light or not, they'll crow in the morning.
I keep the roosters in the coops till after 8 AM. It is much quieter than when they're out first thing in the morn.
I can't hear them in my house and I don't think my neighbors can either.
The woman who's house is about 100' from the closest coop didn't even know I had chickens till I told her.

NO crow collars dont work all the time and I feel that it is best for a rooster to be able to do there natural instincts and be able to crow.It would probably be better to give him to a better home where he is able to crow.If he turns out not to crow on the other hand then your in luck.
