Is this the one your talking about? Some of our friend had something similar and they love it using them while dogs are in training.

When I was running bird dogs I used a roading harness to keep them in good shape. If you can locate a dog supply house you might check them out. I just searched Dunn's Supply, who used to sell them; they don't list them any longer. There was a time when I could have made you one, but I sold all of my equipment.

One collar I've seen be truly effective against leash pulling is the Gentle Leader. Part of the lead goes over their snout BUT they still have full mobility -- can bark, eat, drink -- with it on.

We have a 135 lb Newfoundland mix we got from a rescue and had not been leash trained. He is so strong he literally pulled my son to the ground (my son is 6'3" and about 200 lbs) with a traditional leash. This Gentle Leader works great.

It also works well on our labradoodle who was a leash puller.

You should also check out slip lead training. My local dog trainer used this on my dog and had him trained by the end of the walk. She said that harnesses control the muscles and doesn't really correct the behavior, while a slip lead controls the brain. My dog is super strong, but doesn't pull at all anymore. I used this on my other 3 dogs and none of them pull. Here's a video that explains it:

This. Harnesses that go over the back don't deter dogs who pull. you're actually going to get dragged around more, because your control point is right dead center of their base of strength that way. Watch IWPA pulling competitions some time to see what I mean.

A Gentle leader works almost exactly the same way a bridle does for a horse. You control the dog's head, and so you control their balance point and center of gravity. Best lead around for pullers. We've used them on all of our dogs since the day our malamute pulled me down the street on my butt trying to chase one of the kids down who ran off to go play.
