Hatching chick stuck in membrane

Chick pipped last night and today the top of the egg is off but chick only has it's beak through the membrane. The membrane was getting dry so I put bacitracin on the membrane to help keep it moist and wrapped the rest of the egg in a warm, wet paper towel. Poor thing is still breathing but not really pushing to get out. Anything else I can do to help? Today is day 23 btw.

Get the wet paper towel off immediately.

Can you see large unabsorbed veins?

You can chip away more shell, just the shell, to get a better look at the veins in the membrane.
