My eggs have a tiny crack in them and in one i can hear it chirping. But they have been this way for 9+ hours and have not progressed any. Do i need to do anything?

I am by no means an expert but I recommend letting them progress on their own. 9 hours really isn't that long.
 
I agree, I have heard of chicks taking 24 hrs. to progress to the next step, which is zipping - making holes all around the shell.

Give your chicks some more time before you intervene, hatching is hard work.
